APWA Submits Statement on Accelerating Transportation Project Delivery

APWA Transportation Committee Member John Davis submitted testimony on behalf of APWA for a House Highways and Transit Subcommittee hearing on Accelerating the Project Delivery Process: Eliminating Bureaucratic Red Tape and Making Every Dollar Count, held February 15th.

Expediting project delivery is a top priority for APWA. The statement identifies specific barriers to efficient transportation project delivery and offers specific solutions and recommendations for improvement, including: providing flexibility for smaller projects to proceed under expedited review processes to remove duplicative oversight; simplifying and clarifying federal regulations, to provide clear guidance and make the process outcome-based; and providing guidelines, training and assistance to local governments in applying for and implementing projects.

The hearing was conducted by the subcommittee to gather ideas on how to reform the project delivery process as the subcommittee and House Transportation and Infrastructure Committee Chairman John Mica prepare a transportation reauthorization bill. Accelerating project delivery is one of Mica’s priorities.
