2009 MUTCD - Key Considerations for State Adoption

As part of his continuing effort to improve safety on the nation’s roads and bridges, U.S. Transportation Secretary Ray LaHood today released a comprehensive update to the Manual on Uniform Traffic Control Devices (MUTCD). The manual, which has been administered by the Federal Highway Administration (FHWA) since 1971, sets the standards for road safety throughout the country.

States must adopt the 2009 National MUTCD as their legal state standard for traffic control devices within two years. Regarding this important topic, a recent workshop held at the Portland, Oregon, office of Kittelson & Associates, Inc., on June 3rd, featured Region Traffic Manager Joel McCarroll (Oregon DOT, Region 4), Senior Engineer Scott Beaird (Kittelson), & Associate Engineer Charles Radosta (Kittelson). They led a discussion on the key changes to the recently-adopted 2009 MUTCD.
Joel McCarroll, a member of the Oregon Traffic Control Devices Committee (OTCDC), discussed Oregon’s progress towards adoption and potential state-specific supplements. Scott Beaird, a member of the Signals Technical Committee for the National Committee on Uniform Traffic Control Devices (NUTCD), provided background on changes adopted for traffic control signals, including the interim approval for the Rectangular Rapid Flashing Beacons (RRFB). Charles Radosta, also a member of the OTCDC, provided background on various sections of the manual.

About the Presenters
Joel McCarroll, PE
Traffic Manager, ODOT Region 4
Joel is a member of the Oregon Traffic Control Devices Committee. Part of his role on that committee is representing the Oregon Department of Transportation (ODOT) to develop the state supplement to the federal manual. He was involved in the adoption of the 2009 MUTCD as part of his recently completed AASHTO fellowship.
Scott Beaird, PE
Senior Engineer, Kittelson & Associates, Inc., Bend, OR
Scott's experience includes a wide range of transportation engineering practice, with a focus on traffic signal systems and the evaluation and design of roundabouts. Scott is actively involved in the National Committee on Uniform Traffic Control Devices as a member of the Signals Technical Committee and the Roundabouts Task Force. He has a particular interest in the growing need for the application of various forms of signalization at roundabouts. Through this presentation, Scott shared insights from his involvement in the 2009 MUTCD adoption process.
Charles Radosta, PE
Associate Engineer, Kittelson & Associates, Inc., Portland, OR
Charles has over 17 years of experience and has been involved in a wide range of transportation engineering projects throughout the Pacific Northwest. Charles has served as a project manager on over 200 traffic-engineering projects for KAI, including dozens of publicly funded projects and several on-call contracts. In addition to his design and project management experience, Charles also developed and served as a co-instructor for a two-day traffic signal design course for the University of Washington and Oregon State University. He has held a position on the Oregon Traffic Control Devices Committee since 1999, and he currently serves as Public Works Manager for the Portland office of Kittelson.
